Gate to Pay cardholder/e-money Service terms and conditions

Jordanian Elaf for Integrated Solutions Company, licensed by the Central Bank of Jordan, offers prepaid card issuance services and its services in accordance with the following terms and conditions.

By requesting the service and providing the necessary documents and information, it is considered a full agreement to the terms and conditions, and the contract becomes immediately effective and binding. I acknowledge and declare that all provided information is accurate and correct, and I confirm that I am 18 years old or older, and that there are no legal obstacles preventing me from obtaining the service in accordance with the applicable regulations.

Definitions:


  • Company/Service Provider: Jordanian Elaf for Integrated Solutions Company.
  • Service/Services: Issuance of prepaid cards/electronic money.
  • Regulatory Body: The Central Bank of Jordan.
  • Client: The natural person who will open an electronic money account, including a prepaid card in their name, and agrees to these terms and conditions and will be registered in the company's systems.
  • Prepaid Card: A card issued in exchange for a specified fee and used by its holder to pay for purchases online or via point-of-sale devices. The Elaf Jordan Integrated Solutions Company prepaid card can also be used for cash withdrawals through ATMs and transfers to other clients within Elaf Jordan Integrated Solutions Company.
  • Electronic Money: The monetary value stored electronically, issued in exchange for receiving cash amounts of the same currency and value, and is a medium of payment that can be transferred between parties electronically.
  • Electronic Records: The record, contract, or information message created, sent, received, or stored by electronic means.

Please read these terms and conditions carefully before using the prepaid card/electronic money service or agreeing to them electronically, or signing the form.

  • The client acknowledges that all data, information, and documents provided are accurate and authentic, and they accept full responsibility for their content and legality, as well as any related matters
  • The client confirms that they are 18 years old or older.
  • The client agrees that the company's electronic record is valid, authenticated, final, and binding. The client has the right to submit a request for a chargeback for any transactions that appear in their statement within 120 days from the date of the transaction.
  • The prepaid card/electronic money is strictly personal and cannot be rented or loaned to any other person. Its use is limited to the cardholder whose name and signature appear on the paper application. In the case of an electronic request, the cardholder whose information appears in the verified electronic request is considered the cardholder.
  • The company is not responsible for any fraud related to the misuse of the prepaid card/electronic money or its loss. The cardholder has the right to submit a request for a chargeback for any transactions made on their prepaid card/electronic money. In this case, they are solely responsible for the costs related to the chargeback request and its consequences.
  • The website includes all fees and charges imposed by the company, which the client can view at any time, along with the list of authorized agents.
  • The company is responsible for compensating any harm to the client resulting from system failure, third-party interactions with the company's clients, fraud, or system breaches that occur without negligence on the client's part.
  • The company is not responsible for any financial fraud between clients, whether individuals or legal entities, within or outside the Hashemite Kingdom of Jordan. In particular, the company assumes no responsibility for financial transfers involving trading companies located outside the Hashemite Kingdom of Jordan.
  • The cardholder commits to the proper use and maintenance of their card and to avoid any misuse. In case of loss or theft, they are required to immediately notify the company or any MasterCard Global service center by phone through the customer service center. If the card is found, the cardholder is obligated to notify the company in writing.
  • The client agrees to pay the issuance fees for the prepaid card/electronic money to Elaf Jordan Integrated Solutions Company, as well as the card renewal fees according to the company's approved fees list.
  • The cards and electronic money accounts are subject to the company's upper transaction limits and financial activity restrictions, which may be set or modified in the company's systems according to its internal policies without needing to notify the client. The cardholder/electronic money holder determines the maximum amount that the card/electronic money will be issued or authorized for by the company without exceeding the upper limits. The cardholder/electronic money holder acknowledges that they must use the entire balance on the card/electronic money during the card's validity period.
  • The client acknowledges and agrees that the company will charge a commission for each transaction or operation carried out using the service, as indicated in the company's website. The company commits to providing the client with a copy of these fees, either in paper or electronic form, and to notify them of any changes to the fees at least 30 days before they take effect.
  • The client acknowledges and agrees that the company reserves the right to modify the terms and conditions related to the service at any time, provided that the client is notified through the mobile application and the website before such amendments become binding. The client agrees to be bound by the updated terms and conditions if they continue using the service after the amendments.
  • The cardholder/electronic money account holder acknowledges the company's right to implement its instructions regarding prepaid cards issued by MasterCard/Visa International.
  • This application is subject to the laws, regulations, and instructions in force in the Hashemite Kingdom of Jordan and the laws and regulations governing the company's relationship with the client, particularly the instructions issued by the Central Bank of Jordan concerning foreign currency monitoring and any amendments thereto, as well as any agreement or document related to the card issuance.
  • The client authorizes the company, in the event of submitting a chargeback request for any transactions on the card/electronic money account, to deduct an amount (chargeback fee: 5 dinars or as per the fees list) if it is proven that the chargeback is incorrect, without the need for prior approval, considering it as agreed upon.
  • When requesting to withdraw the balance of the card/electronic money account, the company will provide the value within four working days, and the client does not have the right to claim the value or object before the said period has passed.
  • The client will be informed of the transactions carried out on their personal account through a text message sent upon any financial transaction. They can also track financial transactions through the application, and the client has the right to request an account statement from the company at any time.
  • The client authorizes the company, in the event of submitting a chargeback request for any transactions on the card, to deduct an amount (5 dinars) if it is proven that the chargeback is incorrect, without the need for prior approval, considering it as agreed upon.
  • The electronic money account/prepaid card is considered dormant if no financial transaction is made on it for one year, and a fee is charged according to the pricing policy published on the company's website.
    • The company commits to notifying the client at their address registered with the company that the electronic money account/prepaid card is considered dormant at least one month before the end of the period specified above.
    • No withdrawal or transfer transactions from the dormant electronic money account/prepaid card are allowed unless the client personally or their representative through a judicial power of attorney or an authorized delegation as per the legal process, or the signatory on the account in the case of a legal entity, reviews the payment service provider at its headquarters to reactivate the dormant electronic money account/prepaid card.
    • . In the event the client or their legal representative reviews the company to reactivate the dormant electronic money account/prepaid card or withdraw the balance, the company is obligated to reactivate the electronic money account/prepaid card or disburse the existing balance.
  • If the service provider ceases to offer its services for any reason, and this continues, Elaf Jordan Integrated Solutions Company will inform the client in writing or electronically. In this case, the company will freeze the card, and the client must review the company to withdraw the balance.
  • The client agrees to provide the company with their information and data, such as the trading statement, the Know Your Customer (KYC) form or documents, sources of income, and any other information with the agent to whom the card is linked under the platform.
  • When requesting to withdraw the balance of the card/electronic money account, the company will provide the value within four working days, and the client does not have the right to claim the value or object before the said period has passed.
  • The client will be informed of the transactions carried out on their personal account through a text message sent upon any financial transaction. They can also track financial transactions through the application, and the client has the right to request an account statement from the company at any time.
  • In the event of the client’s death, the funds in the electronic money account/prepaid card will be frozen and will only be released upon fulfilling all the legal requirements under the applicable laws in the Hashemite Kingdom of Jordan.
  • It is agreed between the parties that the company/service provider has the right to immediately suspend the service without any liability if the client’s name appears on the Central Bank’s blacklist and/or if requested by any security or official authority without notifying the client.
  • It is agreed between the parties that the company/service provider has the right to terminate this contract immediately if the company is unable to conduct due diligence procedures regarding the beneficiary, or if the client breaches the contract's terms, or if any of the provided documents are proven to be inaccurate, or if the Central Bank of Jordan, or any administrative, security, or judicial authority requests it, or if it is discovered that the client is listed on any of the sanctions lists issued under the United Nations Security Council resolutions or the national list issued by the technical committee for implementing the obligations under Security Council Resolution 1373 (2001) and other related resolutions, or if the client engages in illegal activities (after notifying them and confirming receipt by appropriate means, unless there are instructions, laws, or reasons preventing such notification).
  • The client acknowledges their consent to share their data with third parties for the purposes of processing, verifying the accuracy of the data, and archiving, within the company’s commitment to maintaining data confidentiality and implementing related procedures to ensure the protection of client data. The company commits not to use this data for any purposes beyond the scope of the business relationship.
  • The client acknowledges and agrees that their information will be verified and inquired through the Civil Status and Passports Department.
  • The client acknowledges that all information and documents provided to the company are accurate, and they commit to notifying the company of any changes or modifications to their address or phone number or any important information in a timely manner or upon request by the company. In case of any discrepancies, it is considered a breach of the contract, and the company has the right to suspend the product or service provided or close the electronic payment account as appropriate, after notifying the client by appropriate means.
  • The client acknowledges and agrees that the company will not be responsible for any errors and/or damages and/or expenses that the client may incur as a result of any breach of these terms and conditions or due to any negligence or omission on their part. The client is also committed to bearing all compensations, claims, and damages that the company may incur as a result of any breach, negligence, or omission by the client in complying with these terms and conditions.
  • The client acknowledges and agrees that the courts of the Palace of Justice have jurisdiction over any disputes related to these terms and conditions and services.

It is also worth noting that the time required to resolve and handle your complaints is 1-10 business days, depending on the nature of the complaint, and the process will start immediately upon receiving the complaint. If you are not satisfied with the decision/response provided by the complaint handler, you have the right to submit a complaint to the Financial Consumer Protection Department at the Central Bank of Jordan according to the details below or resort to the Jordanian judiciary:
